Pre-Procurement

What’s in scope?

We cover over 650 public sector organisations, with a focus on:

  • UK local councils
  • English healthcare boards
  • Central government departments (periodically reviewed)

Education institutions (such as schools, colleges, and universities) and emergency services are currently excluded from this feature. These organisations are not consistently required to publish pre-procurement data unless they meet specific criteria under the legislation or choose to do so voluntarily.

Please note: Welsh and Scottish authorities are not included in this feature. Procurement is a devolved matter in Wales and Scotland, meaning these governments set their own rules and processes for procurement activity. As a result, pre-procurement data from these regions is not consistently available under the Procurement Act 2023

How frequently is the data updated?
Our team conducts ongoing research, reviewing newly published Cabinet reports and other official documents to provide timely updates that help you identify procurement opportunities well before Invitations to Tender (ITTs) are released.

How this data can benefit you?
Our researchers follow a structured process: Preparation → Research → Write-up → Review.

Pre-procurement data provides early visibility of upcoming projects and opportunities before they go to tender. It captures forward plans, cabinet papers, pipeline notices, and other early signals from public bodies - helping suppliers engage early and gain deeper context on buyers’ needs, while enabling buyers to be less reactive, plan strategically, and spot opportunities for collaboration with other authorities.

For suppliers: Spot opportunities earlier in the cycle, understand which authorities are planning projects in your sector, and engage before tenders are published. This helps shape your business development strategy, build relationships, and position your offering ahead of competitors.
For buyers: Gain visibility of planned activity across other authorities to identify collaboration opportunities, and ensure your procurement pipeline aligns with market capacity and policy goals. Early signals also support more effective market engagement and planning.

By leveraging pre-procurement data, both suppliers and buyers can get ahead of the curve, turning foresight into stronger strategies, partnerships, and outcomes.
